PVP Areas
In hostile waters or under certain conditions, players may do combat with each other. 
It is possible to plunder another player. And also, players will receive penalties and gain notoriety. During mock battles, a player may not be able to plunder another player or gain notoriety, but may however lose durability to their ships and equipments.
Hostile Waters
Hostile waters and increased pirate activity can change the tendency of an area to lawless waters. The lesser the pirate activity, or more pirate players and pirate NPCs are being defeated on a certain area, may cause tendency of the area to become a safe zone. The port official randomly reports an area's hostility upon player departure.

Types of waters PVP View Major features
Safe Waters None (asides from NPC and mock battles) No indication on players ompass. No PVP zone Players may only conduct mock battle on safe waters. Any pirate who loses a battle in this zone type will not be able to engage in PVP for 1 hour.
Hostile Waters PVP is enabled. is displayed on compass. Fine Tribute goods are effective and may prevent further attacks for 5 minutes. Escaping from battle will protect you for 1 minute, preventing further attacks Losing in a battle will protect you for 10 minutes, thus prevents further attacks Any pirate who loses a battle in this zone type will not be able to engage in PVP for 1 hour.
Lawless Waters PVP is enabled. is displayed on compass. Fine Tribute goods are effective but it may not protect you from all assaults.
Tribute goods for brigands have a lesser success rate to cancel an encounter, therefore NPC fleets may not accept the battle.
Escaping from battle will protect you for 1 minute, thus preventing further attacks Losing in battle will protect you for 1 minutes, thus prevents further attacks Any pirate who loses a battle in this zone type will not be able to engage in PVP for 15 minutes.

player with a total level of 30 and below cannot engage in PVP battle unless doing mock battles. Pirates and Hostile players When a player's notoriety exceeds 1000, he instantly becomes a hostile character.
Pirates are players who do not attack co- players and NPCs of the same nation. They are also distinguished as privateers.
However, Wanted players are merciless pirates who usually attack anyone on site. attacking a player and defeating them in battle once will automatically turn you into a Hostile player. If you are a hostile player, it is possible to engage you in battle regardless of safe waters or not. A hostile player that loses in battle will be forced to pay their own bounty regardless of storing their money in the bank. If there is no money, items in the vault will be taken.
Only Sailing will reduce Notoriety. Also, there seems to be a tool to lower down Notoriety somewhere.
The amount of notoriety you have can be seen on your character screen.
Tribute
When Being attacked by other players in hostile waters, it is possible to surrender Fine Tribute to end the battle and be protected for a certain amount of time.  Pirates which attacked the player will still increase their notoriety and still count as an act of hostility. Half of all the fleet members' ducats will be given when using lesser Fine tributes. After surrendering tribute, you will be protected for 5 minutes from any type of PVP hostility. The larger the fleet, the higher the tribute quality is needed. Hostile players cannot use fine tribute.
Pirate Island
Somewhere in the world, there are gathering places for notorious pirates. You will need a certain amount of bounty to enter a pirate island. Pirates can exchange fine tributes for ducats on this island and receive the full rate. 
If you order something at a bar of the Pirate island, PVP DIsabled state will be restored immediately. (only if you paid the full bounty)
